Calls for Drafters: Blockchain-Based Carbon Capture and Storage Standard

On July 3, 2026, the secretariat of the National Technical Committee on Environmental Management (SAC/TC 207) officially opened a public call for organizations and experts to participate in the drafting of a new national standard, 20262922-T-469 General requirements on blockchain-based traceability of carbon data of carbon capture and storage (CCS). SAC/TC 207’s secretariat is hosted at the China National Institute of Standardization (CNIS). The above-mentioned standard project, initiated on May 22, 2026, serves as a domestic counterpart to the international standard ISO/AWI TR 27936 Traceability of Carbon data in CCS Chain Based on Blockchain, which was proposed by China in 2025 and remains under development.

The secretariat has set clear eligibility criteria for participating organizations. Each participating organization may nominate no more than two representatives to join the drafting group. Furthermore, applicant organizations are expected to provide expert support by nominating professionals with strong technical competence in relevant fields. These experts must be able to commit sufficient time and effort to actively engage in the full standard-setting process and to complete assigned technical tasks within agreed timelines. In addition, participating organizations should be prepared to offer necessary resources, including contributions to surveys, technical validation, translation, drafting, workshop discussions, review sessions, and subsequent dissemination activities, as required at various stages of the standard development lifecycle.

The proposed standard provides guiding principles for the design, implementation, and operation of a blockchain-based traceability system for carbon dioxide data throughout the entire CCS chain. It is primarily intended for two user groups: stakeholders involved in CCS processes, namely, participants in carbon capture, transportation, and storage operations, and third-party regulatory authorities. The main content of the standard will cover scope, normative references, terms and definitions, abbreviations, and the core requirements for a CCS carbon data traceability architecture based on blockchain technology.

This initiative underscores China’s commitment to integrating cutting-edge digital technologies into environmental governance. This national standard is still in its drafting stage and currently has limited direct impact on EU stakeholders. China has already been promoting an ISO international standard in this field, through which European counterparts may gain insight into China’s technical approach. For EU companies engaged in CCS operations in China, should this standard be formally adopted in the future, it will become a technical specification warranting their attention.
