On August 27, 2026, the National Certification and Accreditation Administration (CNCA) issued an announcement releasing two revised certification implementation rules in accordance with the Measures for the Administration of Green Product Certification and Labeling, in a further effort to standardize green product certification activities.

The two rules are CNCA-CGP-18:2026 – Green Product Certification Implementation Rule: Kitchen and sanitary ware fittings and CNCA-CGP-19:2026 – Green Product Certification Implementation Rule: Domestic gas appliances, both of which took effect on August 19, 2026. According to the announcement, certification bodies shall implement certification and issue certificates in accordance with the new rules. For certificates already obtained under the previous versions of the rules, certification bodies may complete certificate conversion through expiry renewal, product changes, or standard upgrades.

Both rules are organized into 18 chapters. These address the scope of application; continuous compliance requirements for certification bodies, owned and subcontracted laboratories, certification personnel, and certification applicants, producers, and manufacturing enterprises; certification models; the certification process and timelines; certification applications; initial inspection; product sampling and testing; evaluation and approval of certification results; post-certification supervision; expansion or reduction applications; certification certificates; use of certification marks; fees; information reporting; and responsibilities.

CNCA-CGP-18:2026 applies to kitchen and sanitary hardware products, including faucets, angle valves, showers, stainless steel sinks, floor drains, and hoses. Certification is based on GB/T 42065-2022 Green product assessment—Kitchen and sanitary ware fittings. CNCA-CGP-19:2026 applies to domestic gas appliances, including gas stoves, gas ovens, gas roasters, gas oven ranges, gas roaster ranges, gas rice cookers, integrated stoves, gas grills, gas-electric hybrid stoves, gas instantaneous water heaters, and gas heating water boilers. The rule does not apply to gas appliances used in moving transport vehicles. Certification is based on GB/T 42169-2022 Green product assessment—Domestic gas appliances.

The revision leaves the certification standards and product scope unchanged, focusing instead on four areas: adjusting the certification model by specifying the product sampling scope, sample selection rules, and batch coverage criteria for both type testing and post-certification supervision; clarifying unified certification unit division criteria to replace the previous practice of individual certification bodies setting their own standards; refining requirements for certification bodies, testing and inspection laboratories, and certified manufacturing enterprises; and optimizing the certification process through improved provisions on certificate information, changes and scope expansion, and information reporting.

For European stakeholders, the revision is a routine update to China’s green product certification system. SESEC will keep monitoring the development of the system and provide further updates as they become available.
