On 1 July 2026, the National Standardization Administration of China approved to publish a batch of mandatory national standards related to intelligent and connected vehicles and photovoltaic. All the mandatory standards will take effect on 1 January 2026. Meanwhile, SAC also approved to a new mandatory standards project related to AI Agent safety requirements.
Intelligent and Connected Vehicles
- GB 47955-2026 Intelligent and connected vehicle –Safety requirements of combined driver assistance system
This standard is developed by SAC/TC114/SC34 (Intelligent and Connected Vehicle).This is China’s mandatory national standard for Level 2 assisted driving systems.
The standards specifies the safety requirements and type-approval provisions for the pilot combined driving assistance system, basic single-lane combined driving assistance system, and basic multi-lane combined driving assistance system of intelligent connected vehicles and describes the corresponding inspection and test methods. It is applicable to Category M and Category N vehicles equipped with the above systems.
Photovoltaic
- GB 29447-2026 Norm of energy consumption per unit products of polysilicon and germanium
- GB 47834-2026 Minimum allowable values of energy efficiency and energy efficiency grades for crystalline silicon photovoltaic modules and inverters
- GB 47835-2026 Norm of energy consumption per unit products of monocrystalline silicon
These standards are developed by SAC/TC20 (Energy Fundamentals and Management).
GB 47835-2026 and GB 29447-2026, facing manufacturers, focus on the core raw materials of PV modules and unify the scope of energy consumption statistics and calculation methods.
GB 47834-2026 aims to improve product energy efficiency. It establishes energy efficiency grades for PV modules and inverters used in ground-mounted power stations, commercial and industrial installations, and residential applications.
Taken Together, they aim to block the least efficiency products from entering the market, enforce carbon reduction across the entire PV supply chain, and push outdated production capacity to exist.
New Mandatory Standards Project on AI Agent
SAC approved the mandatory standards project: 20263116-Q-252 General Security Requirements for Artificial Intelligence Agent Application. The Cyberspace Administration of China (CAC) will supervise the standards, with technical development led by SAC/TC 260 (Cybersecurity). China Mobile Communications Group, the China Electronics Standardization Institute (CESI), and the National Computer Network Emergency Response Technical Team/Coordination Center of China (CNCERT/CC) will lead the drafting.
According to China Standardization Press, SAC’s media outlet, this will be the world’s first mandatory national standard for AI agent security, filling an international gap for public-facing AI agent safety requirements.
The standard will establish a security compliance framework for public-facing AI agent products and services, translating governance requirements into actionable technical rules for industry regulation, market access and technical assessment.
An English translation is being developed concurrently, reflecting China’s intent to promote the standard in international forums. The project also positions China to shape global AI governance rules and secure a stronger voice in international rule-making for the AI agent field.
