China Updates CCC Certification Rules for Electric Blankets and Electronic Toilets

On August 1, 2026, the National Certification and Accreditation Administration (CNCA) released two revised mandatory China Compulsory Certification (CCC) implementation rules for household electrical appliances, including:

  • CNCA-C07-19:2026 Compulsory Certification Implementation Rules – Electric Blankets, Electric Pads and Similar Flexible Heating Appliances (Trial)
  • CNCA-C07-20:2026 Compulsory Certification Implementation Rules – Electronic Toilets (Trial)

The updated implementation rules feature a two-phase transition period. Until September 30, 2026, certification bodies may, at the applicant’s choice, apply either the old or new rules. From October 1, 2026, all new certifications must follow the revised versions. Existing valid CCC certificates remain unaffected and do not require immediate re-issuance, ensuring a smooth market transition.

Both rules share a unified 20-chapter structure covering the full certification lifecycle from scope, stakeholder compliance obligations, and standards, to certification modes, unit classification, factory quality assurance, product consistency, application procedures, type testing, factory inspection, evaluation and issuance, post-certification surveillance, marking, fees, and supplementary clauses. Six annexes accompany the main text, providing operational guidelines on unit division and sampling, factory quality assurance, critical component and material control, in-house testing and post-certification surveillance sampling, type test report templates, and key production process control points.

For electric blankets, pads, and similar flexible heating appliances (CNCA-C07-19:2026), the new rule applies to devices with a rated voltage not exceeding 250 V that heat beds or the human body, as well as heating pads with a flexible construction and a heating area no greater than 0.3 m² per face, intended for localized body warming. The certification standards are:

  • GB/T 4706.1 Safety of household and similar electrical appliances – Part 1: General requirements
  • GB/T 4706.8 Safety of household and similar electrical appliances – Part 8: Particular requirements for blankets, pads, clothing and similar flexible heating appliances

Meanwhile, the electronic toilet rule (CNCA-C07-20:2026) covers devices rated at or below 250 V that process human waste through storage, drying, or destruction, or that provide cleansing and drying functions, including electronic units used in conjunction with conventional toilet bowls. The certification standards are:

  • GB/T 4706.1 Safety of household and similar electrical appliances – Part 1: General requirements
  • GB/T 4706.53 Safety of household and similar electrical appliances – Part 53: Particular requirements for toilet appliance

For European stakeholders, the updated CCC rules introduce a more detailed certification framework for electric blankets and electronic toilets. The transition period ends in late September 2026, which does not leave much time. Stakeholders with applications in progress or certificates nearing expiry should assess the implications promptly.
