On May 31, 2026, the National Certification and Accreditation Administration (CNCA) issued announcements, unveiling new implementation rules strengthening compulsory product certification (CCC) for power banks, lithium-ion batteries, and battery packs, while also revising rules for electric bicycles, toys, and children’s ride-on products.
The implementation dates for the revised CCC rules are as follows:
- Power banks, lithium-ion batteries, and battery packs (CNCA-C09-02:2026): From May 31, 2026 to March 31, 2027, certification may be conducted under either the old or new rules; from April 1, 2027, all certifications must follow the new rules. Products already certified under the old rules must complete certificate conversion by April 1, 2027, by supplementing the required testing and inspection items. For lithium-ion batteries and battery packs used in portable electronic products, certificate conversion can be completed through product changes or renewal upon expiration.
- Electric bicycles (CNCA-C11-16:2026), toys (CNCA-C22-02:2026), and children’s ride-on products (CNCA-C22-01:2026): From May 31, 2026 to October 31, 2026, certification may be conducted under either the old or new rules; from November 1, 2026, all certifications must follow the new rules. Existing valid certificates may continue to be used, with certificate conversion completed through product changes or renewal upon expiration.
The new CCC implementation rules for power banks, lithium-ion batteries, and battery packs introduce GB 47372-2026 Safety technical specification for power bank as an additional certification standard. The three revised CCC implementation rules introduce several key changes:
- Expanded oversight scope: For the first time, the rules impose specific compliance requirements on certification bodies, designated laboratories, and certification personnel, extending oversight beyond manufacturers to all players in the certification chain.
- Digitalization mandates: All certification bodies shall establish digital management platforms, and designated laboratories shall deploy video surveillance to record the entire testing process for certified products.
- Enhanced traceability for electric bicycles: Electric bicycle certification is now aligned with the new national standard GB 17761-2024 Safety technical specification for electric bicycle requiring the mandatory implementation of the “one vehicle, one battery, one charger, one code” traceability system.
For European businesses, CNCA’s 2026 CCC revisions signal a decisive shift from static certificate management to dynamic, digitalized, full-chain oversight.
