From 12 to 15 May 2026, SAC/TC28/SC38 convened its second 2026 standards meeting week in Changsha under the theme “Standards as Foundation for AI Cloud, Intelligence Powering a New Computing Journey.” Over 100 industry experts attended the opening ceremony.
Summary of the Standards Week
CESI Vice President Fan Kefeng highlighted cloud computing’s role as the core infrastructure for large-scale AI applications. CESI will prioritize AI cloud service standardization, support China’s intelligent computing cloud pilot programs, and advance emerging fields including space computing and low-altitude cloud to strengthen the international presence of Chinese standards.
Tuo Yanlin, Director of the Chief Engineer Office of China Construction Bank, representing the Cloud Infrastructure and Application Standards Working Group, outlined the group’s focus on AI cloud, cloud-native technologies, and heterogeneous computing scheduling to accelerate key standards development.
Dr. Shen Wenwu, from the Operation Data Center of China Construction Bank, reported the working group’s progress in standards development, technical validation, and industry adoption. The group will continue to align with industry needs, broaden application scope, and enhance international influence.
The week featured 9 thematic seminars and 17 standards meetings covering heterogeneous computing coordination, space computing, and low-altitude cloud infrastructure.
Launch of 11 Standards Revisions
In response to the National Standardization Administration’s Notice on the First Batch of Voluntary National Standards Plans for 2026, CESI, the China Computer Federation Information Storage Technology Committee, China Construction Bank, the Inner Mongolia Big Data Centre, China Telecom Cloud, and Alibaba Cloud jointly launched revisions to 11 national cloud computing standards originally published in 2019:

These revisions target the “computing island” bottleneck in intelligent computing centers by unifying management specifications for heterogeneous computing and high-performance storage. The updated standards harmonize technical and service requirements for next-generation cloud infrastructure and establish a basis for AI cloud national standard compliance evaluation.
Moving forward, SAC/SC38 will focus on cloud-intelligence integration to develop standards for platform-as-a-service, distributed block storage systems, intelligent computing cloud service capability requirements, cloud-native resilience testing, and cloud-native observability data quality. The subcommittee will deepen industry collaboration and strengthen international cooperation to support high-quality development and Digital China.
