About SESEC

Objective

SESEC, The Seconded European Standardization Expert in China, is a project is supported and operated by the European Committee for Standardization (CEN), the European Committee for Electrotechnical Standardization (CENELEC) and the European Telecommunications Standards Institute (ETSI), as well as by the European Commission’s Directorate General for Internal Market, Industry, Entrepreneurship and Industry (EC DG GROW) and by the European Free Trade Association (EFTA).

China (SESEC) project was launched in May 2006 with first phase SESEC I from 2006- 2009, second phase SESEC II from 2009-2012 and the third phase SESEC III from 2014-2018.

With the successes of the three phases of SESEC project, the 4th one (SESEC IV) was launched in April 2018 in Beijing and will last for 3 years. During the recruiting and expert selecting period, in addition to the similar objectives and goals set up for SESEC IV project, the missions and visions were also discussed and confirmed with the steering committees as follows.

Missions 

  • Promote European and international standards in China
  • Improve contacts between Project Partners and different levels of the Chinese administration, industry and standardization bodies
  • Improve the visibility and understanding of the European Standardization System (ESS) in China
  • Gather regulatory and standardization intelligence

Visions

  • Promoter: improving the visibility of the European standardization system in China;
  • Representor: act as a contact point European Standardization System (ESS) in China
  • Advisor: analyzing impact on European interests.

Objectives

Taking  into  account  the  work  carried  out  by  the  SESEC  over  the  past  11  years,  the overarching objectives for SESEC IV are:

  • to promote the value of the European Standardization System (ESS)
  • to identify Chinese standardization-drivers & shaping the terms of the dialogue with existing and new playersin the standardization environment in China
  • to promote the use of European, International and Global standards
  • to encourage China to strengthen its involvement in international and global standardization setting
  • to support EC policy in strengthening the competitive position of European companies in the Chinesemarket
  • to strive for reciprocity regarding access to market and standardization work in China

These aims are translated into the following specific objectives:

  • to foster technical alignment between Chinese and European standards
  • to reduce TBTs, by promoting specific standards through identified needs or promoting the uptake of and participation to international and global standards by China
  • to gather, analyze and advise on regulatory and standardization intelligence, identify opportunities for European companies and support the planning of actions to exploit opportunities
  • to strive for reciprocity in terms of access to each other’s standardization work and to secure the same access rights for EU companies to Chinese standardization as granted to Chinese companies operating in Europe
  • to improve contacts at different levels of the Chinese administration, industry and standardization bodies for the benefit of the project partners and European industry
  • to increase the visibility and understanding of the European Standardization System (ESS) in China and the Chinese standardization system in Europe.

The support to EU policy in strengthening the competitive position of European companies regarding standardization in China is integrated in all objectives described above.
