In January 2020, the State Administration for Market Regulation (SAMR) published the Measures for the Administration of Local Standards (2020). These Measures apply to the development, supervision, and administration of local standards. Local standards, as voluntary standards, shall be developed for the purpose of meeting local natural conditions, customs and other special technical requirements in the agricultural, industrial, and service sectors as well as social undertakings and other fields. The technical requirements of local standards shall not be lower than the relevant technical requirements of compulsory national standards.

Regulators of local standards:

  • SAC is in charge of guiding, coordinating, and supervising the development of local standards and the administration thereof nationwide.
  • Provincial administrative departments of standardization shall organize standardization technical committees to undertake the drafting and technical review of local standards.
  • The administrative departments of standardization at the districted city level shall give play to the role of standardization technical committees in undertaking the drafting and technical review of local standards.
  • Where no standardization technical committee is organized, an expert group will be formed to undertake the drafting and technical review of local standards.

Background:

Since the old version of the Measures for the Administration of Local Standards, which was published in 1990, cannot meet the requirement of the development of Chinese standardization, SAMR reviewed the old version Measures. Besides, the new Standardization Law reviewed the related articles and requirement of local standards, it is necessary to reviewing the old Measures to support the new Standardization Law.

The new Measures aims at offering new guidance and rules for deepening work on the standardization reform. New content added including detailed information on the application and supervision of local standards.
