According to officially published version on 18th September by SAMR, SESEC IV translated and analysized important content of SAMR new scheme, restructuring, duties and responsibilities. Meanwhile former SAC and CNCA, as two  merged new departments responsible for standardization and certification and accreditation are emphasized.

On 13th March China government published the institutional restructuring plan of the state council. This reform focuses primarily on governmental function transform, especially enforcement and consummation of economic regulation, market supervision, social management, public service and ecological environment protection. As a consequence of formation, reformation and reorganization, the new state council consists of 26 component ministries (except the general office) and other ten affiliated administrations and bureaus. The crucial impact and influence on China standardization are summarized and evaluated in details by SESEC IV:
